I've done something similar for the mini-posts and mini-quotes on RT, but wish I'd spent some more time creating a plugin, rather than changing bits and pieces of the code (in the template, RSS feeds, even WP functions). Customized code has made upgrading to WP2.0 a major drag. Nice! That of course doesn't mean that you couldn't (if you wanted) change that. It is not just a plugin, it's more than that. You cannot 'get' it: most of the code is in the theme files (php), but I can tell you how to do it if you wish.
